If you're in Eastern Canada, EU membership should be especially appealing since we would need to make massive investments in roads, rail, harbours and ships all along the East Coast.

I think if Canada's orientation changed so we were more East facing, that it would mean an increase all along the coast, as well as in Montreal. Montreal can only handle so much traffic and there isn't a ton of room to expand the ports there.
It would be nice to see. Halifax is a much better harbour. Unfortunately, the rail lines have been left to languish and/or ripped up over the last ~50 years. It would require an enormous investment to bring that all back.
If we fully joined the EU, the East Coast would, over time, become as economically important as Southern Ontario - not that trade with the US would cease (probably ...) but trade and travel to the East (and into the East from Europe) would pick up immensely.

Historically, however, Halifax gets mostly bypassed in favour of Montréal. Not sure that would change much.
