Here are some results for the Chicago metropolitan area. You can see the top infrastructure programs funding the region & compare it with other regions on both a per-capita basis, and compared to need indicators.

For example, here are data for FTA's urbanized area grant program, which distributes money for transit.

The obvious thing to do is sum all the programs - but you didn't. Is there a methodological reason why one shouldn't do that?
We were reluctant to do the summing on the interactive tool because we wanted to associate each program with a set of relevant indicators.
