Among many visits to London over a long time period were two within a year or so of the opposite sides of their congestion pricing. The reductions in noise, traffic, and emissions were obvious without any formal measurement beyond my eyes, ears, and nose.

If this increases intra CBD travel speed while reducing crashes, it'd be top 5 one of the most successful road based traffic management programs in American history.
