Didn't Ahsoka & TLJ canonize that everyone can use the Force, it's just getting over the first hurdle that's really, really hard.
But once they done it, they can basically do what Yoda, Anakin, or Luke can do.

Anyone can learn to levitate a mountain or shoot lightning - it's just REALLY fucking hard, and most people just stick to what they're doing naturally, because they need to make money and...they're more interested in "Flying a spaceship" or "writing a book" vs "spending 20 years meditating."
