To be honest, you could probably chalk it up half to having delusional and near-suicidal levels of self-confidence, a common trait in Imperial officers.

My guess is that if someone is in line for Admirals, there's a mixture of hope that they get the job, and fear that if they get the job, Vader would kill them if they failed just ONCE! Most of them would probably be happy in lower ranks, if they're being honest :D
