Introducing new features AND making them optional is a great because it gives a solid metric of what features your audience wants. Making bad features mandatory is just frustrating.

If I had to guess, the same reason for Google constantly launching and killing products: To get promoted in a giant tech company, you need to make a big change - and it doesn't matter if everyone hates it, it just has to be big. "The product works just fine and I kept it running" is career suicide.
