i think your comparison of wetness to swimmability is a little off since you have that clear scale-dependent gradient (small area = less swimmable, larger area = more swimmable) which is different from wetness occurring at larger arrangements of water molecules
there isnt some arrangement of molecules where its "a little wet", its either wet or not, and i cant point to anything about a water molecule that would tell me "ah, this is where the wetness is going to come from"
