Er. Isn't the whole putative point of this program that we're stashing detainees there until we can figure out what to do with them? How does this play into that?

I am glad you are asking this question, because the administrations position seems to be “we can send them wherever we want” and “El Salvador can do whatever they want, forever.”
Hard to believe this is one weird trick to avoid the Constitution.
If you substitute North Korea for El Salvador, you see why it's ludicrous this arrangement ever passed by without more attention.
Trump's goons aren't accurate long-range thinkers. I'd be surprised if they ever considered what happens to these people. ES will dispose of them, that's all they know.
