Of course they're outraged. I don't understand the writer's decision to use so many quotation marks.
If a country's land is occupied by a foreign power and its resources are commandeered and sold, outrage would be a normal reaction.
What were they supposed to do, just shrug their shoulders?

Zafar switched AIS back on once it was back out in the Black Sea. It was pictured by @yoruk.bsky.social passing through the Bosphorus Strait on October 14. See the matching lettering on the side of the vessel as well as the distinctive cream-coloured cranes in both images.

Bellingcat asked UNVIM, the UN body that carries out such inspections if Zafar was inspected or if it was aware that it had travelled from occupied Crimea but did not receive a response prior to publication

To be clear, even if Zafar had been cleared by UNVIM, it couldn't have acted just because the true port of origin was occupied Crimea.

UNVIM’s role and mandate is to facilitate the movement of commercial items to Yemeni ports not under the government’s control, while also contributing to upholding the UN arms embargo.
