The SNP already tore up a fare-reducing scheme the moment it emerged they needed to give it some funding in the medium to long term. Why is this time different?

SG is no longer in the financial crisis it was over the last few years of Tory austerity, so massive in-year cuts to balance budgets are far less likely. The risk is certainly there, but the only way to eliminate all risk is to sit the budget out and achieve nothing, which doesn't help people/planet
