I'd say the parking is appropriately expensive.

They have the best public transit on the continent, in one of the densest cities keeping average destinations within ped/transit distance.

And if parking were free NO ONE WOULD BE ABLE TO GO ANYWHERE. Cars create traffic. Transit solves traffic.
