I don't think it was on purpose just the way the stats shook out led to him being able to clear tracks way faster. Flight characters were low tier, heavy characters were high, and he ended up being the best heavy character. Really funny.
I kinda like Zazz, but yeah. If I made a list of characters I'd want playable, he'd be pretty low. I'm surprised how insistent they are using the Deadly Six. I see so much hate/distaste for them, lol.

Personally while I don't hate them like a lot of people do it's pretty clear they are someone pet characters at Sonic Team or Sega. Someone in that company really likes them.
