Wasn't this supposed to be the point of appointing James Timpson as minister of prisons? A complete revision of the sentencing framework, and how we reintegrate offenders back into society so they don't reoffend? Hasn't been addressed at all since the riots took place

In 2006, I was seconded to HMT, managing a team of internal consultants who worked across Whitehall. One was in the NOMS strategy team. He explained to me how the delicate balance of offender management depended on the Justice Secretary's attitude, not evidence: macho ones were all jail, jail, jail.

One question: how are larger businesses reflected in the survey, shoplifting etc. When I used to work in a Superdry, we had groups of shoplifters pinching items several times a week. Still, I can only say that I’ve been a victim of crime once. Is the survey therefore not underestimating some crime?

Don’t know the answer. The important thing, though, is not gross numbers but changes. And I don’t know answer to that either.

The only reason I ask is that with the perceived (at least) increase in cases like shoplifting, the frequency and understanding that nothing would be done prevented the crimes even being reported. I wonder whether this-and similar unreported cases-potentially skews the reported changes.

Although I do notice that the graph states its ’victim-based’ crime. So possibility that this has decreased in proportion to population, but other crimes, particularly when the perceived victim is a faceless corporation or franchise has increased?

Could be. But as far as I have seen there is no evidence anywhere that crime is rising although there is ALWAYS a popular belief that it must be.

I agree with the kernel of your statement. But I don't trust this graphic. It seems completely unbelievable that computer crime is falling. I think it's more likely that the pressure to prosecute is decreasing.

The graphic is based on a survey of members of the public on their experience, not prosecutions or even reported crimes. Banks have finally started to get their act together to detect online fraud earlier. That could possible affect the figures.

Different thinking needed: some convicts to be punished by continuing to work and provide for their families and pay tax, but have weeknight curfew, prison at weekends. Prison to treat people humanely and prepare them properly for life after. Teach them to read, learn a trade, life skills.

I’m all for jails as long as they are metaphorical. We sentence you to 20 years in the prison house of language.
