can't resist opportunity to note that the canada geese that are ubiquitous (& over-familiar nuisances) in the US are not migratory. crazy but true: they're overwhelmingly the feral descendants of a captive population that had been bred in the US to stock game reserves.
I saw some rationale in the first round of China sanctions about "not executing more peoplewho smuggle fentanyl". So the geese and their nationality might well qualify.
How about those butterflies that summer in Canada after breeding in Mexico. Double-illegal Monarchs need to be tariffed in both directions. Pretty-winged crooks
