Part of the story had to do with recurring specialty license plate legislation, including a future candidate for governor joking during a floor debate about how he almost ruined his marriage.

Slate had this feature in 2012 with good national, international and historical context about specialty license plates.

They've been proliferating, but are basically unheard of outside of North America.
