this sort of seems beside the point no? whether musk had literal control or not -- there is doesn't seem to be anybody in the white house saying no to him at the moment. he's in control of the payments (for now) one way or the other

Two possibilities here, both bad:
1. The reports — confirmed by Musk tweets — are right, Musk has the ability to control the outflow of federal $$, and Bessent’s reassurances to Congress are wrong.
2. The reports — and Musk — are wrong, but Bessent is too scared of Musk to say so in public.
