There’s an interpretation of the first amendment that says the government can’t show a *preference* for certain religions, so this could be based on that interpretation.
It's almost certainly based on "The evangelicals would scream if we tariffed Bibles, but we'll have to also exempt other religious books to avoid establishment issues."
But this still leaves them a freedom-of-press problem by preferencing only religious content and taxing foreign books.
