I'm guessing that there are OG notices someplace commemorating their formation, akin to this one from 1997 announcing the shift from 16 examining groups to 6 technology centers.

TC 2400 apparently came into being in late 2009, being listed for the first time in the 12/8/09 OG (https://www.uspto.gov/web/offices/com/sol/og/2009/week49/TOC.htm#ref20), and not being listed in the 12/1/09 OG (https://www.uspto.gov/web/offices/com/sol/og/2009/week48/TOC.htm#ref22).

Comparing the two lists, it appears that TC 2400 was formed from part of TC 2100.

TCs 2100 and 2600 were formed at the same time in 2001, apparently as a split of then-eliminated TC 2700 (Communications and Information Processing), as can be seen by comparing the listing of 2/13/01 (https://www.uspto.gov/news/og/2001/week07/patexam.htm) with that of 2/6/01 (https://www.uspto.gov/news/og/2001/week06/patexam.htm).
