The thing is that Democrats know they can shape their constituents' outlook on things: they adopt anti-immigrant rhetoric, and their loyalists follow along, for instance. The problem is that you can't shape people who aren't your loyalists to the same degree.

My mom told me (I was in highschool when the vote happened) that this was the case when we passed gay marriage in MA. Most people were only for civil unions at the time apparently. By the time I found out that everyone mom knew was on the fence it was extremely unpopular to not support it instead.
