I think it was the ICJ that ruled that the state of Israel was committing war crimes. The ICC issued warrants specifically for the individuals.

The ICJ never said that they are (to my knowledge) just that there's reasonable grounds to investigate that accusation. They're still in their "investigation" phase.

They won't stop. The arrest warrant needs to extend to those enabling and supporting as well.
