One could explain this on dead internet -theory. I think Kissinger and Schmidt also talked about using bots to influence opinions. Basically reflexive control/behavioral economics. To "nudge" people certain direction.

Europe's existing Digital Services Act already includes many of the measures that you mention, and large platforms like X, Facebook or TikTok must fully adhere to it since Feb 17, 2024. Currently, formal procedures are ongoing against X and TikTok.
