Eutelsat and Starlink have no connection to imagery satellites. Those are typically classified as spy satellites, and while exact numbers are not publicly available, the U.S. operates over 200 of them. Europe, by comparison, likely has a fraction of that, perhaps 30 to 40 at most...

I think it's more difficult than that. The US has way more satellites than the combined EU. That means they can have continuous coverage of Russia. I'm not sure the EU can match that. But I'm sure they're trying.
