I went to a state university 50 years ago. There were campus police then too. As for surveillance? During the Vietnam era, anyone who participated in protests got a file created by the FBI. Cameras have been everywhere for years. No one should be surprised by this.
I imagine if they had not they would have been accused of not protecting students. Just because you can protest on campus, doesn’t mean you should. Thousands of students are in debt at Yale trying to get an education while protestors are interrupting their studies. Protest in the public parks.

Case Western Reserve University’s police arrested several students this fall for pro-Palestinian graffiti and held them more than 24hrs w/o access to counsel before transferring them to the county jail, where they were held for days. I think at least 1 student has yet to get his diploma from LY.
Our county jail, btw, is under a consent decree w the DOJ & is consistently one of the worst jails in the country in terms of treatment & conditions for inmates. But our university president authorized sending students there bc they painted red hands on some buildings. Grotesque.
