A decoy is certainly a possibility.
Assad is in Russia.

Jets can descend much faster than that normally, ADS-B transmitters can be shut off, receiving stations can lose signal esp in mountainous areas, etc

We don't know who is/was inside that plane and what happened.
To me, it looks like spoofed data, unrealistic speed/height combinations.
The plane can be elsewhere.
It's possible it was shot down, but it might also just be regime members escaping.
