This has to do with manufacturing consent. When communication was one way (radio, television), the government only needed to control the broadcasters. Now communication is n-way, from everyone to everyone. The old ways don't work any more.

When writing software for computers became a commodity, corporations developed tools to coordinate the efforts of teams of software developers. This led to the role of project manager in software development. However, open source software development came up with a different model.

In open source software development, management is decentralized to the individual developer, tester, etc. The project manager is eliminated. Instead, the task is getting the individual contribution accepted into main repository. This allows the possibility of adding new features.

Getting back to government and manufacturing consent of the governed, we will do better with an open source model. People will generate news that is fact checked before it goes into the repository. It would be possible to add new knowledge and new organizing.

Mainly because of self-censoring federal employees do so that they don’t say the wrong things. Wrong—meaning undiplomatic, or counter to the messages from above their pay grade. Government communications is the opposite of nimble for a reason.
