The game I'm envisioning is almost more like "randomizer the video game" rather than a roguelike, and I wonder how the market would respond to that.

Some general framework for the story but procedurally generate the locations and the NPCs + quests in those locations. Similar elements can show up each playthrough but aren't guaranteed.
