I'm not missing the point. Calling it a windfall is a mischaracterization. People would have more money in their pocket if deductions were correct. The government doesn't pay interest.

Criticize the GoP tax plan, but do it on it's merits or faults. Tax refund "windfalls" aren't one of them.
