I mean there is a second round of RIF’s coming. They may be attached to consolidations or related to systems they are shutting down. It’s a wait and see at this point.

They are giving RIF’s VERA or VSIP depending on where you are, if you chose to participate. If you don’t take an option, they may eliminate your position and place you on admin leave.

They want you to feel like you have no choice but to take the offer.

I hope not. Manufacturers would sue them into oblivion & the statute of limitations for charges of fraud against the fed. is between 5, 7 and 10 yrs, depending on which law is used. Privacy Act violations are $20k per incident IIRC.
