Yes, all medicines get tested in trials. Starting out with small animals and working their way up from there to ppl. The studies are designed to account for all risk to the test subjects. Which is why we don’t use placebo studies for vaccines. We use different study models.

There are different phases to clinical trials. Initially, the goal is to establish safety, not efficacy. Covid vaccines went through this. Some participants get the vaccine, others the placebo. The goal at this stage is to look for harmful reactions. If there are no serious harmful reactions

And then I volunteered for an AmeriCorps project rebuilding homes in our town that were damaged by an EF-5 tornado. Small $1200 monthly stipend and they didn’t understand it.

The key question is whether they are going to treat every tweaking of flu variants, Covid variants, etc. as "a new vaccine." If so, it's completely unworkable. The only way to do in-arm placebo testing would be to wait out a whole flu season, by which time it's a different set of variants.
