No, it’s dot com, but I think the “privacy service” they’re using to hide the domain owners is based in Iceland, according to the ICANN lookup.

Looking at the domain. Its hosted in United States by Amazon. This website might be a violation of Amazon TOS. On the tip site, it has this at the bottom of the website, "Funded by the Heritage Foundation Innovation Award."
