Long term I think Ukraine needs to continue to develop their weapons programs so they are less reliant on western powers.

But anyone listening to Russia when they say "you should be able to defend yourself less" knows what is on russia's mind. Ukraine more then anybody knows this.

Unless admitted to NATO, Ukraine needs to declare the Budapest memorandum null and void and rebuild its nuclear capabilities. That's pretty much the only other insurance they can get against another 'visit' by uncle Vladimir the rapist.

No need to develop them again, they already built a large part of the USSR nuclear inventory, as well as delivery vehicles. They have the knowhow and the materials do build nukes very quickly if they choose to do so.
