I'm guessing that's an old building in Ontario or New Brunswick (hence the bilingual signs)
In most of Canada It would be only in English or only French (in Quebec)
The new standard however, is to use the running man icon and avoid text altogether

a lot of buildings in Manitoba also have the bilingual signs, especially in Francophone communities or the St Boniface and St Vital wards of Winnipeg

From memory most signage in nb has both languages on the one sign. I can't recall seeing two signs like this side by side.
