They are blockading the Red Sea in response to the Israeli (US funded) genocide of Palestinians taking place in Gaza.

I have to admit, I'm no American, so thats not a topic I'm used to, but I think 1. Yemen is considered an active war zone in the US, and 2. the president has the right to carry out „limited military actions“ without consent of the congress. Im no expert though, could be wrong.
