Yeah! It's worded really badly. All subscribing to it does is mute people the list maker determined to be too famous. It doesn't help you find smaller accounts, it just mutes specific accounts that were added to it seemingly at random, including non-artists.

It's hard to say for sure because the list description is so vague about who qualifies to begin with. There's non-artists in there, as well as people with low followings, so I think it's just people the list-maker either dislikes or is jealous of somehow.

I don't get it. Blocking those with a bigger following will absolutely stop you from finding the smaller ones. This absolutely hurts all artists because on bsky we depend on reposts from others to get reach.
