Will those Americans be able to cash out any money that they have earned once the ban is in place? Or will they loose that too?

Unclear, but assuming no.
Currently we’re expecting the app to basically go dark and unusable here. They can’t make payouts if the payout systems they use won’t partner with them due to it being legally dangerous.
