Only to be told that they wouldn't tell me what I could claim for, just to make a claim, and they would reply either yes or no.
Like applications for Social Security and particularly disability in England get knocked back as a matter of course.
Hoping a good eligible, but not yet desperate, percentage just give up.

The high rate of success in benefit claim appeals tells you so much about the intentionality of difficult forms.
HMRC could do a much more efficient job with a bit more staff.
