They did unofficially. The number doesn’t get officially retired until you have a mariners cap on your HOF plaque per team criteria. 19 for Buhner and 34 for King Felix haven’t been given out since their departures.

From the team - “a player must have either been elected to the National Baseball Hall of Fame and been in a Mariners uniform at least five years, or come close to election to the National Baseball Hall of Fame and spent a "substantial portion of his career" with the Mariners.”
