You should really ask this question to xbox, but should be able to! For some strange reason they removed cloud streaming from the app, but it's available if you go to https://xbox.com/play

Ya. Unfortunately, we expect Avowed to hit the cloud on the release day, instead of the early release day. But, you never know.
