I agree we need more details, but I don’t think he’s proposing cutting anything that we truly value (healthcare, childcare, OAS, EI etc). I think he’s just saying we can’t spend blindly on programs that aren’t effective. Let’s see what he says over the coming weeks

He states it’s operating costs that would be reviewed — not the benefits themselves. I’m not sure how much can be saved there but he also envisions building a strong economy (eg build military equipment in Canada, etc) which would create jobs and a larger tax base.

He’s clearly said we can’t spend what we don’t have. His focus/investment is to build the economy so that we can have great social programs. What that means is that he won’t cut programs, but don’t expect more programs until our economy is stronger.

It means being responsible with operational spending. When a government wants to make a strategic investment it may well incur debt to do so, but it is considered differently from spending on stuff like health and education. It could make the discussion about budgets more rational

This does seem to be proposing cuts - seems to me there's no way to balance the operating budget AND lower taxes without cutting. There are ways to do it that might be alright still (move some social services to capital via housing, cut taxes via gst, clawback OAS for high earners), but. concerning.
