Outside some massive estates, 1904 would be early for the style in these parts and way early for the extent of half-timbering. I think it's a frame, while vast majority original Tudor Revivals are clad in red brick or stone.
So stucco on first floor would be anomalous. A high-quality home like this would probably also be more asymmetrical, have a fancy chimney, and/or jettying on half-timbered section if Tudor from birth.
