There's also Seeds of Wars, which has an interesting system inspired by AD&D 2e's birthright realm management (I mean it's a lot of the same people in that design team).

I haven't played it yet, but I plan on incorporating the faction system from Stars Without Number into my next game. It lets the GM do a round of faction activities between sessions, which can be impacted by the PCs' activities. The rulebook is free, too.

My primary system is going to be Basic Roleplaying, and I have the idea of using the optional mechanics for Allegiances in relation to my factions. This way, my player can choose to be a member of one or potentially join one later, and her actions can affect/be affected by this faction presence.

I was going to suggest this too, except Worlds Without Number, since its the medieval fantasy hack of SWN. I ran a play by post game where everyone played factions for a little while. We ended up adding a house rule where locations gave you perks, so turf became more important

One of the players wanted to hack in the board game Diplomacy too, but we never got around to it and I never really looked into it, but it could be interesting

Turf perks sounds like a good idea! May consider that myself. I'd like to buy WWN some day since fantasy is my go-to setting, and the paid version of SWN for the additional stuff that's not in the free version.
