I think much of the envy being expressed is for having a functional public realm, as opposed to say, a series of retail parks divided by multi-lane highways.

Yes! They see things that are visually impressive they never knew existed in China, and it's coupled with a class of amenities (strong public spaces, visual pride in a city) that the US generally lacks - of course there's going to be some star-struck people.
