The latter. Objects are not people, and the government funding private companies that produce greenhouse gases is wayyyy more of a danger to the world than a few worthless Teslas. Also, they are buying up their own cars to inflate sales and burning them down for the insurance. Blame Leftists, tho.

They aren't just figuring it into pricing. Many companies are pulling out of California altogether. They just don't offer insurance there anymore due to the constant catastrophic fires. It's a guaranteed loss. That's really something.
