How Trumpist foreign policies work:
1. Do something incredibly outrageous
2. Get everybody worried
3. Negotiate terms, to which no one would've agreed before, and take back some of the stupid things

That's what they did with NATO spending, taxes, and that's why they might not kill science (yet)
