With cloud, the data may exist across multiple server locations, duplicated for performance and DR. It takes time for data changes to propagate everywhere.
It's less of a "thing" these days... I remember years ago, you'd see the effect - especially on Facebook - of posting something, then refreshing your feed and it disappearing. I guess with a big delete action that takes time on each individual servers, some may start & finish much later.
