Certainly possible. Would have required everyone on the bridge to be equally impaired. But it’s also possible he wasn’t impaired at all. Ships this size have systems that warn you of imminent threats. Similar on the tanker, I would assume they have been broadcasting warnings on the radio

An inspection in June noted that the alert system and radar wasn’t functioning well. A later inspection, in October, didn’t mention these things, so we can more or less assume this wasn’t a technical issue, but neglect and bad intentions. Russia would love to hit UK with a major maritime disaster
