You can suspend without pay for "conduct detrimental to the team". That allows SF to avoid the final few game checks, and prevents him from signing with another team (although other teams might not be really eager to sign him, under the circumstances)

In what respect did Kaepernick quit on his team? He exercised a right to opt out of his contract during the offseason, likely beating SF to the punch (they likely would have released him). Not a similar situation in the slightest.
