Whilst addressing the underlying, which I agree with, cause some of us have to deal with the here and now. These measures are sensible and the advice welcome by people like me who have suffered badly in the past and need to defend our homes for the future.
Great advice! What’s your guidance for listed buildings which probably don’t have cavity walls & where conservation/heritage rules scupper ability to implement some of these changes (e.g. flood doors or gates don’t fit the old architecture or permission to replace old material would be refused?

this is simply "building a bigger dyke". wouldn't it be better to address the underlying cause that is staring everyone in the face?
