How do you “controlled burn” fast growing vegetation such as brush and grass? Those principles only apply to slower growth forested areas.

No, controlled burns wouldn't stop climate change but they would absolutely limit the damage of wildfires in several different ways.
Controlled burns mean there's less (or no) continuous fuel for wildfires to consume, especially in regions hit by drought.
