Steam and other big online retailers aren't equipped for this deceptive, bait-and-switch tactic, and they all still allow reviews from users in this early access period, EVEN IF content is locked behind full release.

on the flip side, apps on mobile platforms use the early access function of blocking all reviews to hide scummy practices from prospective players, so whichever system is in place, they'll always find some way to abuse it for profit

Plus, people are most motivated to avoid spoilers for a game that's almost entirely story. And it does present the one thing that'll make half the fans of the first game hate it right off, making it look like the negative reviews are just because of that.
